Yes and no. Orgasm may be the goal - but orgasm does not occur in a vacuum. In order to experience orgasm you first need to experience pleasure. Once you learn what feels good, what doesn't feel good - then orgasm is most likely to follow. So the first step to having an orgasm is not to seek out an orgasm it is to seek out pleasure.

Also women have a much harder time having their first orgasm. Guys sometimes have their first orgasm in their sleep.
