Yep, lots of absolutely normal reasons for those bumps. Clogged hair follicles is the most usual reason. They will likely go away in a week or so or you can put hot compresses on your penis. Some guys have them that never go away- also bnothing to worry about.
Depending on exactly what these little bumps look like, they may be clogged hair folicles as Susan says or in my case when I asked the Doctor, he examined them and told me that they were tiny little glands, some around the base of the glans.... that secrete lubrication to keep the skin from cracking..... similar to a sweat gland. These glands can become quite active at times and they aren't too pretty, but VERY HARMLESS. This lubrication left on there uncleansed, forms a fine film, then thick that many guys refer to as "cheese". Daily WASHING is important, especially if you have a foreskin, where the eventual buildup can hide underneath to chunk up, smell, retain excess heat, irritate, repulse playmates or cause nervous problems.
But I would hope that any guy - with or without bumps would wash everyday!!!!! And an uncircumcized guy doubly so.
Clogged hair folicles are pretty common and often come on a bunch at a time - which is why I suggested them. Guys often get them when their penis first starts to get hair (sometimes very fine and you can barely see it) and they are avid masturbators or are first having sexual intercourse a lot.
When I had my first serious boyfriend - he got them when we first started to live together. It is funny now to remember how I'd wrap his penis in a hot washcloth then gently squeeze them open- almost as a form of foreplay. They drove me absolutely crazy - and I could not leave them alone!

Sounds rather scurvey to me. I never had any problem, or heard of anything like this. Am nice and clean / smooth all over my penis.
I thought the same thing about little bumps at age 14 so don't feel bad. Either malady could cause alarm. Now that you know that you do not have a strange disease, it would be a good time to realize that to remain disease free, it would be advantageous for you and everyone else reading this to practice safe sex. That is: there are STDS, aids, herpes, fungus, infections and more waiting to be transmitted from someone to you. You can't see them. Some are inconvenient; others are DEADLY. When you choose to engage in intimacy, you need to do it carefully. If you do not know exactly where your partner has been, it would be best to wear a condom or maybe 2...for birth control too.... if applies. Sex involves responsibilty shared by 2 of what could happen. Even masturbation should be done under clean conditions...
certainly not to scare you...just to make you and others aware.
A cure means/implies that there is a disease that is causingthe bumps.
The reason men gets these bumps on their penis is because hair follicles get clogged because a penis is a part of your body that experiences alot of friction/ rubbing. So no, there is no cure.
The only "cure" would be to stop masturbating, wear boxer underwear, wear no tight jeans, and keep your penis well lubed at al times.
