Lubrication is used for millions of reasons - lots of them not sexual. So yes - anyone of any age is allowed to legally purchase lubrication.

Condoms Express does not sell sex toys. It only sells condoms, lubrication, and what is called novelties (keyrings, condom holders).

Both silcone and water based lubrication are safe to use with condoms.
The difference is that silcone is much slippery and lasts much longer. I only use Eros silicone lubrication. The only time I don't is when I use one sex toy I have that is not compatible with silicone lubrication.
