Vinegar is an astringent and absolutely should not be used as a lubricant. STOP using vinegar now.
Hand lotion if it is scented could also create a problem. The combination if a hand lotion and vinegar on your skin could also be the problem.
You need to use a lubricant designed for sex - or atleast remotely designed for moisturizing.
So now you have a rash and you are going to have to spend some money to fix it up. Go to the store and get gauze - the long strip of gauze that is white and can be called bandage gauze. Buy some bandage tape, You also need to get a first aid (itch or allergy) cream with 1% hydrocortisone. Put the cream on your penis and then wrap it up and tape the end so it doesn't unravel. Skip the masturbating for a week. At the end of the week the rash should be gone and you should be fine.
IF after 3 days of not masturbating and using this cream you see absolutely no change or it gets worse - then you may have severely changed the PH of your skin by using vinegar and developed a yeast infection. Then go buy a jock itch cream and try that for 3 days - wrapping yourself up and still not masturbating for a week.
If on the 7th day you see no improvement - you need to go to a doctor.
