i bought condoms the other day, and i took one out and put it on and began to jack off....but as im doing so, the condom seems to be like....moving back up my penis, does this mean the condom is to small?

Unless you have an enormous penis, the condom is not too small. An ordinary sized condoms is meant to go over a penis between 4.5 and 8.5 inches, but can actually fit a penis even longer.

What you might need is a drop of lube on the inside of the condom.

I congratulate you trying out a condom before you really need it.
