On the BBCi website today: "But BBC European affairs correspondent William Horsley says Mr Juncker seemed so distressed that he could hardly take in the fact of the second 'No' vote. The mood in Brussels is deep gloom, our correspondent says".

Since the European Constitution itself says that it can only come into force with the unanimous approval of all 25 states, I thought the French killed it and the Dutch have just buried it.
But I've heard some European politicians this afternoon saying: 'It's on a life support machine'!
So, please direct me to the people who make the decision to switch it off
