That was merely an figure of speech from a politician, so I would not pay too much attention to it.
I visited Rhodesia (now Zimbabwe) in 1976 and I saw that it was fully metricated. Anybody who knew anything about Southern African politics in the 1960's and 1970's will know that Rhodesia issued a Unilateral Declaration of Independence in 1965. UDI continued until 1978. During this time, Britain regarded Rhodesia as a rebel colony and imposed sanctions.
One of the retalitory measures in Rhodesia was to fully implement the metric system as a means of defying anything to do with Britain. They were probably more enthusiastic about it than were the South Africans or the Australians.
