If City move to the Abbey, how will they stop United's richer Directors buying out City's poorer Directors?

Re-assurances from the current City Directors will be meaningless, as sooner or later Directors will be tempted after sharing the same Directors Box and other facilities.
Where are City going to get Directors to match the financial clout of United Directors?
