Interesting points. However, I am not suggesting City would get bigger crowds at the Abbey.. actually they might, but thats not really all that important. The main point is that the redeveloped Abbey is designed to bring in revenue 7 days a week (conference rooms etc), but the funding for it is a problem. City come in like fairy godfathers with a huge pot of cash from Milton Rd, redevelopment gets built, both clubs share in it, more resources all round.
