Create a sand pit---and hide lots of play coins / trinkets and give them a shovel and bucket.....
OR
have a covered box they place their hands inside to pull out a peice to help decorate the cake !!!
Give each a tube of icing or bit of sprinkles to decorate with......
Have a ball toss into a bucket...or pumpkin fits the season.......
Keep it simple-- they are little...
How about a fishing game..put up a board--blue with fish on it, have someone behind..clip the "catch" on to the closepin-- They can catch--old trinkets from the toy box.. old happy meal items-- fruit snacks--candy..hair pieces..2yr old are easy to please--check out your dollar store.
