Here are some ideas:
If money doesnt matter, then you could get a lot of decorations and really get a theme going, like tropical island, 4th of july, some country, carnival, hollywood, new york, new orleans, etc. and dont forget lot of food! a game i would suggest getting is catch phrase, its really fun and a good ice breaker and conversation starter.
For my 14th birthday I had about some of my friends come over my house.It was movie star themed. They all came dressed up a there favorite character from a movie. When everyone got there we each got a pillowcase with permanent markers to write on them and sign eachothers (like autographs) as an icebreaker to get the party started. We made cookies out of our handprints, ate pizza, gave eachother massages, cake, presents, etc. When it was getting late, we got ready for bed, set out the sleeping bags and pillows and watched a movie, ate snacks, and talked. It was super fun.

this is what one of my friends did for her 18th bday party: she basically just had ppl come over to her house, just casually invited a lot of ppl. we had food outside and then a bonfire. later we rented some scary movies and only half of the group actually watched them, the other half was trying to scare the ones watching the movies. then the girls slept over and the guys had to leave at 1 am. hope i helped!

you could have all your guest bring their favorite facial treatment (can purchase one time applications packets at walmart for $1 and you can actually get two facials out of it). Also have them bring their favorite nail polish and makeup if they have any. You could spend the night doing facials, painting toes, and nails, putting hair up in funky styles and eating finger foods like veggie tray, pretzels, chips, etc.... You could play your favorite music and put on a fashions show, snap pictures of each other and make cute picture albulms as keep sakes to remind you all of the fun you had.

you will need
1 heavy contruction paper
2 glue
3 stickers
4 hole punch
5 two pieces of cardboard per album
take the two pieces of cardboard as your covers, use hole punch to make rings, also so this to construciton paper
use yarn to tie you album together and decrate with stickers and any other items you would like
