Well, unfortunately there tends to be more natural body fat right around the midsection, especially on females! This makes the top row of abs show up better! Many men have this same problem too, so don't feel so down about it! Also, it helps the lower abs to do exercises that involve pulling the knees toward the chest. This tends to isolate the lower abs better. Hanging knee raises and seated kneee raises are examples of exercises that work the lower abs. Don't worry, just hang in there and keep at it and you'll get results! Also, I agree with you about this forum! It should be constantly active! Oh well, maybe these people will wake up one of these days! LOL
