      Part of the reason was that in Pokémon Advance, the writers initially wanted to phase Team Rocket out of the picture in favor of Teams Aqua and Magma; but at the same time, they were aware that axing Jessie, James, and Meowth would alienate a sizable portion of the fanbase. So, they kept them where they were.
