Good Question, but there are loop holes to that we spoke to FWC and several other people about this, first of all it is only 1 fish per person so no exemption is needed, 2nd a small portion ($2 per entry) goes to the club and being a non-profit orginization it is legal for the exchange of money (single person payout must be under $1600 other wise tax forms are needed and must be filed by the club).
This is just something a little different and fun for everyone, anyone has a chance to win.
We are not looking for this to get very big we just figured everyone likes to fish Lox and it was a good way to make it a little more fun without breaking the rules.
