I was wondering if Ace Models was ever planning on making the ZSU-23-4? I have looked and looked all over and found no plastic 1/72 kits available. I have heard that ARMO makes a resin version, but is unavailable in the United States.

Yes, ZSU-23-4 is a very interesting prototype, but we don't have this model in the nearest plans.

As I remember "Voka-Gran" planned this kit two years ago.

ARMO kits can be bought from many Polish sites - try JadarHobby - they deliver worldwide.
