Yes there is public access in Dry canyon. You get to it from 3rd South in Smithfield I believe. It provides the shortest and easiest route to Flattop.
Doubletop is probably my favorite climb in the area. The easiest route comes from the east through Steep Hollow. You can access it from Franklin Basin road. There's only about 2500 ft. of gain from that side. From the west the approach is much longer and involves much more elevation gain. The High Creek trailhead is at about 5600 ft. meaning that there is about 3200 ft. of gain. From there you take the North Fork High Creek Trail which winds itself up to the top of the ridge. We like to call it the Turkey Trail. The trail crosses briefly into Idaho and then follows the ridge back south across the border to Doubletop.
