I would agree that the tie breakers for all tournaments should be the same and that the 1st tie breaker should always be head to head. It doesn't make any sense when team A has lost to team B but plays in a higher final than them.
Whatever is decided beyond that, maybe the Goals For and Against formula then Penalty Minutes, should be posted at the start of the season so that there are no questions or surprises.
