Leg pads

I'm going to say that they will not require anyone to buy new pads. There are already so many goalies in the league who are well beyond the standards right now that it wouldn't be a very prudent move to make everyone conform to new standards.

I'm not saying guys are illegal because they are trying to cheat, a lot of guys have been using the same stuff for years that they wore in Jr or Senior and in some cases the same stuff they were wearing in minor. It would be very unfair and costly to make every goalie pay for a $900 chest pad, $350 leg pads and $250 pants.

Also at the moment the biggest reason I would say that you would be fine buying the pads is that there are no actual rules on goaltending gear in the masters league.
