Take out the judgfement call of the referees totally. If you take a shot, and hit anyone on the floor, (Refs, Your Team or Opposition) the shot is dangerous. No 1 foot or twoo foot rule, the refs never call it anyhow when the player has some skills. A mucker from the outside will get called everytime. This also takes all doubt on the goalie to relax a bit or be ready. You might not think it matters but goalies do relax when there is a perimeter the player can and can't shoot from
