Theft Of Services Act for Canada

I would like information about the "Theft of Services Act or Law" for Canada where a police officer is sent to the customer to collect the $20 or the customer is taken to small claims court by the officer and I do not have to appear and my $20 is sent to me by the court or customer so that I can collect my fee as I already contacted few goverment departments but I got the usual response "I don't know anything about that but try calling this number".
It is difficult for us techs now days to get the customer to approve our repair fee let alone the estimate fee in my case $20.
I know I am not a mechanic instead a consumer Electronics Technician but we all have to make a living so some of you mechanics probably dealt with this problem in the past,any help is appreciated.
