Cleaning parking brake arm

Apperently along time ago someone accidentaly sprayed asphalt undercoating on the rear passenger side parking brake arm located at the rear drum so when ever I pull the parking brake and release it that arm sticks on so the brake shoes are still sticking on the drums I tried spraying a deep penetrating lube but from time to time it still sticks.
I tried to remove the arm pin bolt but it is seized I don't have a torch and am afraid that the lube and grease would catch fire so I would like to know what chemical I can use to clean the parking brake arm.
Can I use brake cleaner,engine degreaser or what else to remove that grime?.Thanks.
