TOYOTA SURF 1996 SSRX- ABS PROBLEM

hi my abs light is on and the mechanic said its giving code NO 31.what does it mean?! i mean which side is not working, it is either the CENSOR or the WIRE.who can tell me the meaning of CODE 31 FOR ABS .thanx
