91 Toyota Lancrusier will not start.

I have a 91 Lancrusier and it will not start. I checked the fuel pump and it was OK and when I checked for spark, there was no spark. I checked the coil and it was OK. I have tried to locate a ODB reader, but I have had not luck. It appears either the check engine light is burnt out or disconnected so it will not turn on.

Does anyone have any ideas what might be wrong?
