Abusive Resident

There is a resident at my job who is very abusive to other people. She has dementia, and is not oriented. She is in a wheel chair-but can do limited walking. Problem is this, everyday she hits, kick and punches other residents, visitors and staff. Last week, she gave her aide a black eye while she was being toileted. A few days before that, she kicked a wheelchair bound resident in the back-that same day, she punched her sister (a visitor) in the chest. I could go on. We make at least 4 incident reports each week on her hurting others. Yesterday, she tried to hit someone and missed and now she has 2 skin tears on her hand. We begged our DON to let us 302 her. She says "No, it's way too complicated, she seems okay 7-3!" What now. CNA's are refusing to care for her, and families are threatening to call the state. Correct me if I am wrong, but shouldn't she be 302'd because she is a risk to herself and others? We are not a Psych facility.
