I wanted to ammend my post. Some places will offer training so that you are able to change, adjust and in some cases fill the oxygen tank. However, if I am not mistaken, in order to fill the tank, a special 1-3 hour class is needed. Like I stated earlier, many places consider oxygen a drug because too much can me lethal to some people. Other places (like my former LTC) don't care who does it as long as it gets done.
