Chances are, the authors of the two ebooks you mentioned either bought the resell/reprint rights to the ebook, or they bought a package of reports that allows them to resell the material in whatever form they like.
There are a lot of these things out there - "7500 free reports", etc. You can buy the rights for about $30 and then re-package the reports.
You can also get a great deal of free information from the government that you can repackage and sell.
So, nothing illegal about it.I don't think it's the smartest way to do things, but they're not doing anything wrong.
