My understanding...

...is that you would want to offer resell rights if:

1. Your ebook is standing on its last leg in the sale department. Offering resell rights to select people for a high fee is essentially cashing out.

2. You want to be a loss leader. Meaning the book is intended to be promotion to sell another back-end product. Tom Hua of the "Free To Sell" packages creates packages of resell rights books to promote his back-end products or promote lucrative affilliate programs.

Difference Between Resell and Reprint Rights

Make sure you understand the difference between
RESELL RIGHTS AND REPRINT RIGHTS.
If you only give away reprint rights that means the person can re-sell the book to anyone but cannot transfer the rights to resell the product to them. Resell rights means they can resell the book and they can give the resell rights to everyone who purchases the book.

Two big differences there, make sure you understand them. Not all books come with resell rights, some are reprint rights only.

Reprint Rights vs. Resell Rights

There is some confusion here in the use of these terms:

"Reprint Rights" gives the merchant the right to reproduce the property (ebook, book, audio, etc...)and sell it as many times as indicated by the license. No royalties or fees are usually paid to the publisher or writer, unless otherwise specified. The merchant does not have the right to grant its customers any rights other than a single-use of the property.

"Master Reprint Rights" gives the merchant the same rights as above, to sell the property for single-use with no royalties or fees. In addition, the merchant may sell as many "Reprint Rights" licences to its customers as indicated by the license. The merchant does not have the right to grant its customers any rights other than "Reprint Rights" or single-use of the property.

"Resell Rights" grants the merchant the right to resell the property, and pay a specified percentage to the publisher or writer. In some cases the revenue is actually collected by the publisher or writer, who then fulfills the order, and then the correct percentage is forwarded to the merchant. Resell Rights are typically the most limited of all, not the most liberal, as stated in a previous post.
