It's a continuing problem, I agree, and I only wish Adobe would spend more time simplifying the issues instead of adding bloating bells and whistles that are rarely used by the majority of users.
I've had this basic PDF checklist help for a while, and send it out as a first step to any client PDF problems.
It works for about 50% of the time, but strangely enough the rest of my clients come back without reading it and say the problem is fixed. Often the solution is that they took the time to read the original web page download/opening instructions in more detail!
Hope you can find something of use here. While the list is not definitive by any means, and bears some improvement, I rarely have anyone come back with any explanations.

Just follow this A-B-C checklist:
Are you having trouble getting the PDF file downloaded from the access web page?
Follow the instructions on the download web page carefully.
1) If the password box won't let you download the PDF file,
remember the password letters are case sensitive - you
must match them exactly. Check that you have the Caps
Lock key OFF.
2) Remember to go to "SAVE TARGET AS..." in the popup
menu when you RIGHT-CLICK on the file link. This will bring
up your hard disk file folder.
NOTE TO AOL USERS:
You cannot use "SAVE TARGET AS..." You will need to save the
PDF file when it appears in your browser by clicking on the
left-hand icon in the ACROBAT menu - not your browser menu.
Are you having trouble opening the PDF file once you have downloaded it from the web page? Check these steps:
First - do you have the free Acrobat Reader installed? If not, get the latest version from here:
1) Open the Acrobat Reader program on your computer.
2) Click on your PDF file. It will be in your hard
drive file folder. If you cannot find it, do a FIND search of
your hard disk for "LL"
To find it in Windows, go to your "Start" toolbar:
START > FIND > FILES OR FOLDERS...
Then open the PDF file.
3) Click on the PDF file. A password box will appear, and you
should enter the password that was shown on the download page.

If the answers above haven't helped you, request for the file to be sent to you as an attachment.
NOTE: Many email addresses like Yahoo! and Hotmail,
and even AOL, often will block attachments. You need to
have another email address for me to send to if that fails.
