The seeding are done based on a seeding chart. The chart was in place before the tournament season started. Individual's performances in the tournaments or during the season had nothing to do with an individual wrestler's seed. The only thing that mattered is how the champion in their division did compared to the other three champions. ONLY the champions are seeded. You have no idea how lucky a 4 seed is to even have the chance to wrestle at the state level (from any division). Years ago if you didn't place 1 or 2 in your division you were done for the year. It didn't matter that you had the two best in the state in your division or not; if you lost one match you were out, period. If you don't like the rules in CT move to NY were only the first place winner from each region gets to go to the state.

it is best to have an understanding of how something works. there are only 4 wrestlers who are "seeded", and those are the 4 state div champs. they are seeded in the same mathematical manner as was used for seeding the div tourneys. seed pts are based on win pct, win bonus for 18 or 28 wins, and previous placement at div, open and NE from last year. Ties are broken just like for states--head to head, then "did you beat someone above you", and if not, win pct then # of wins then a coin toss. Then, just like for the states, you have a chance to move up if you have beaten the person directly ahead of you. These things happened in a few wts--for instance, Lynn & Thuotte tied in pts, but Lynn won head to head. Damici was 4 but beat #3 so he swapped. Schaeffer broke tie for 2-3 with Gelada by beating Morth (seeded above), then swapped 1 and 2 with Morth by virtue of his win. That is all there is to it. It is not a matter of opinion in ranking the 4 state champs. NO ONE ELSE IS SEEDED. Wait until New Englands when the 2 best kids meet in the quarters--then you can complain about "seeds" (no one is seeded at NE--a pre-set (new) formula is used, but 2 defending NE champs could be in same quarter bracket).
Now, undertand how the rest of the placement of wrestlers works. There are 24 different grids that take into account the 24 different scenarios created by the 4 div champs. First, no 2nd place finisher from any class can be on the same side of the bracket as that div champ. If the 2 best wrestlers are from the same div (which happens quite often), they should not meet again until the finals. Next, all 2nd and 3rds from the same div are on same side of bracket (just as all firsts and fourths). Next, the various grids allow for all the 2nd place finishers to be placed on seed lines 5-8, all 3rds fall on lines 9-12 and all 4ths fall on lines 13-16.
I hope this clarifies your lack of understanding how the system works, which was implemented to prevent the 2 best wrestlers from meeting in the semis (when it was fully random). Good luck. Now, after having to explain this, I will attempt to get back to the process of creating the brackets, which will be posted at ciac site once completed, most likely by Monday. For the impatient, the same seed chart is used as was explained for divisionals--first round match ups add up to 17 (1 v 16, 2 v 15, 3 v 14 etc), 2nd round would add to 9 (if expected seed wins, that would be 1 v 8, 2 v 7, 3 v 6, 4 v 5), where 1 and 4 are top half and 2/3 are bottom half of bracket.
