Lucent WinModem No DialTone

I have a Lucent Winmodem running on Windows XP Pro. The modem never
picks up the dial tone. I have checked the line with another computer
and it works fine. I have tried switching off the check for the dial
tone and also used ATX0 and ATX3. I can hear the modem dial and then
it starts with a repitiious long beep sound for about a minute before
saying that the remote computer did not respond. I know that the
remote computer is working as I can attach to it using different
computers. I tried turning off the echo but this also did not help.
