The treatment of Ukraine as a democracy should be no different than the treatment of Ukraine with any other form of government when it comes to respecting Ukrainian sovereignty.

Well, who has disrespected Ukrainian sovereignty? Adamkus and Kwasniewski when they went to Kiev on Kutschma's invitation? Solana? The US for declaring they would not recognise a government elected through fraud? The 300,000 people on the streets of Kiev? If you mean that you expect nobody to mind if a gvt in a self-avowedly democratic country rigs an election, I would point out that "sovereignty" in the eyes of most does not extend to a free hand for the holders of power to disregard the principles on which their own legitimacy rest by law. If you are a democracy, then you are held to certain standards, by your own citizens and by others, it's as simple as that. And whatever you may want, Ukraine has appeared rather keen to be regarded a democracy.

And as I mentioned previously, western "concern" over the validity of the election depends entirely on who was declared the winner. Actual violations are a secondary factor. The fact that the initial western reaction was to demand that Yuschenko be declared the winner, rather than that a new fairer election be held, is very revealing in that respect.

As you well know, there are a number of good reasons why a rerun of the election was not immediately considered a particularly good or practicable solution by anyone, such as the Ukrainian election law. Apart from that, what can I say, except "no, it doesn't"? If you want to believe that, then you will.
