| You can't say "I'll do one OR the other". They have different purposes. 4 bolt mains "may" help keep the caps from moving. 2 bolts seem to work fine in most clevelands though.
Grouting will help support the week cylinder walls which clevelands have a problem with. So...in my opinion grouting is more important.
