Response to two different things.

In my opinion doing some grouting or Hard Blok-ing on a block tends to make the casting "deader". If you take a block that's clean and bare and move it around it tends have sort of a ring to it as you bump the casting. Once it has some Hard Blok in the water jackets it sounds much more solid and "dead". I feel that this might help to dampen the casting somewhat and it might help with vibration, resonance and cracking during hard running.
