is controlled via the lifter, one of three ways: (1) a lifter that meters the oil (2) push rods with 0.040" restrictors in the tip (3) bushings in the lifter bores with 0.040" to 0.060" orifices.

Assuming you have no restrictors in the push rods or bushings in your lifter bores that leaves the lifter itself to meter oil flow. Some lifters flow more oil than others. An edge orifice design will flow massive oil if its oriented improperly, i.e. aligned with the oil passage that intersects the lifter bores.

Your lifters are oriented correctly, with the link bars towards the middle, but I'm not familiar with the MPG roller lifters. Are they an edge orifice design? If so I suggest pulling one pair and observing where the edge orifice is oriented. If its oriented towards the side of the lifter bore where the oil passage intersects, that's your problem.
