by closing the throttle blades down some and drilling them, overall less air flows near the idle & transfer slots instead of all around the throttle bores where there's no fuel to mix

the effect of 'stuffing' the Idle Air Bleeds will be to richen the idle mix, if the idle quality improves with the richer mix that might also point to the Idle Feed Restrictors wanting to be enlarged, but you'd have control at the mix screws rather than just running them wide open and hoping for enough fuel. possible that the IAB's would want to be opened slightly to match the opened IFR's to get everything in balance?

again, the throttle blades would close down and the carb would deliver more idle fuel mix through the proper channels pun intended
