the few stock Cleveland balancers i've checked were all dead on true TDC, but a timing tape is a good idea to extend the number scale further to check total ignition timing or to use a non Cleveland specific damper with the numbers in the wrong place
to get the cam setting i wanted i ended up using the + key position and skipping a tooth on the crank gear back in the - direction. hopefully this doesn't confuse the crap out you but look at the position of the crank keyway in the pics here,
