Ford Water Test. This shows it passed pressure check for water leaks. $68 is serial #68. XE cast iron parts usually had 100 parts run on "temporary" tooling that could be easily revised. The carb gasket has a consecutive number becasue all necessary parts were designed at the same time.
XE parts are mostly pre production parts . The proposed
part number is also stamped into the part which is another
clue to it's near production status. It is possible the entire project was for police vehicles only as they wouldn't require emissions certification. Another possibility is when the engines are being developed several different manifolds are made. On performance engines it was
typical to do 2,4,3x2,and 2x4 manifolds all at the same time.

When I started my job in Atlanta way back in 1977, all of the officers in my department were driving LTD'S with the police package option and 400 engine.
I was under the impression that they all had the common 400 with 2-V carb, so I never cared enough to do more than just pop open the hood for a quick look.
I did check the info label on the valve cover of a few of them and it indicated 400-2V.

I've never seen any numbers quite like these. After looking at the one labled "EGR detail" and seeing a very sharply cast "PF">>>>>>"Police Forging" maybe????? Possibly out of a 77-78 police car????? I know of the local PD where I lived had alot of LTD's about that time but I never got a look at their engines and never had much desire too since the smog era was in effect. Another possiblity.........an ambulance engine maybe???? We may never know for sure.

4V 400 intake

I was told that this intake was avalable years ago but I kind of called bullshit . I guess I have to eat crow My buddy said he seem one on a police car in the Auto wreckers.I told him he was full of it, maybe he wasn't BSing .
I've heard that there were some 400's or maybe 351M engines which were equipped with a 4V iron intake of some kind as part of a law enforcement/police package with the idea being that they would use less fuel than the D2OE headed 460 police engine. The story I got was that they were never widely used and only a few law enforcement agencies experimented with the package and the idea was dropped, who knows.
i've got em stashed in my supermotors pile-o-stuff in the "other intakes" folder for now, but they should be in the dual plane section when i get 1/2 a chance.

It would be an interesting story to know what kind and how many engines were made I was looking on one of the mustang II sights and they have a real good calculator and engine math system with a lot of information including codes for a 400 4V in there engine codes I will look for it and post it when I find it.
I found what I was looking for On Mustang II Orginization on the home page click on {engine tags information} you will see 400 4V listed as a R code engine. There is no other information like year or model of car it was used in . Some body must know more about it?
