I don't know if you are still looking for an Anise cookie recipe but thought I'd write.
My grandmother was from Lithuania but I don't remember her ever baking cookies. I have an Anise Drop cookie recipe that my mother-in-law use to make. She got it from her mother whose family was from Mecklenberg Germany. The cookies have a hard outer shell and a glaze on top. Hope this helps.
1-1/2 cups sifted flour
1/4 tsp. baking powder
1 cup sugar
2 eggs
water
1/2 tsp. Anise
Put eggs in measuring cup and add enough water to make 1/2 cup liquid. Put in mixing bowl and add sugar and anise. Beat until mixture is very thick and piles softly. Sift in dry ingredients about 1/4 at a time until just blended. Drop by teaspoonsful onto well greased cookie sheets about 2 inches apart. Set cookie sheets aside in a cool place 8 to 10 hours or overnight. Do not cover cookies and do not disturb. Bake at 350 degrees for 5 to 6 minutes.
