      My mother made kotletai, and they are very similar to salisbury steak. You can use all beef, although I think a mix of pork and beef tastes better. Some people like to do them on the stove top, I like to make them in the oven with a gravy, adding mushrooms to the gravy. We always served with masked potatoes.
