The voice actor, Candy Candido (who does the voice of Fidget) is not British. He's from New Orleans, Louisiana, therefore he's American so you're right on that part. However the character Fidget himself is British (even though his accent doesn't sound it). An example is the actor Vincent Price who voiced Ratigan. Vincent Price isn't British, but the character Ratigan (which he played) is. Does that help answer you question? ;)
