First off, allow me to suggest a good all around powerhouse. The Savage Dragon. He's almost as strong as the Hulk, immune to bullets (but funnily enough, not energy blasts or knives), tough as hell, incredibly nimble, and Wolverine is jealous of his regeneration abilities. The fact that he's a (sometimes) cop is just an added bonus.
Next, you're going to need a Leader type. I suggest Tony Stark. As the head honcho of Stark International, he's rich, knows how to handle crises, and can manage large numbers of people. Oh, and by the way, he's also known to moonlight as the Invincible Iron Man.
Then you'll want a fairly average guy. I suggest the Multiple Man. He's a mutant with the ability to create nearly unlimited numbers of copies of himself. These copies are mentally independant of himself, but since they're exact duplicates, they can be relied upon to do whatever Multi himself would or could do. Of course, Multiple Man himself doesn't have any actual superpowers other than the ability to make copies, but at the very least he can provide warm bodies when you need em.
Everyone likes cosmic level guys, right? Well, how about we go with ROM: Spaceknight. As far as comic characters go, ROM barely rates. In fact, he's not really at their level. On the other hand, he's nearly indestructable (you wouldn't believe the amount of pummelling he's taken), and has a truly wicked weapon in the Neutralizer. This device has the ability to dispel magic, negate super powers, and/or any other kind of energy you could possibly imagine. His main weakness is his own moral code. He will under no circumstances take another life, even if it would save his own.
Finally, we gotta throw in someone to make up our fifth guy. So what do we have so far? One tough as nails muscle type, a leader/gadget/shooter guy, a meat shield, and a Silver Galadorian knight. All of these guys are pretty much unquestionably good guys, so that means that we're gonna need either an angsty anti-hero or an out and out villain to make things interesting. Not only that, but we sure could use some magic powers...
So, I wholeheartedly endorse Ghost Rider! He's a motor cycle hero! Baby, baby, baby he's riding through your town with his head on fire!

Ghost Rider
A pretty eclectic bunch that has the side benefit of conceivably working together at some point for a mutual goal.
