As a last ditch effort, you could try tapping the starter with something hammer like.

If the starter is stuck you can firmly rap it on the bottom of the case and see if that breaks it loose. Reach in from the pass side rear wheel well (in front of the tire) and you should be able to reach it.

I had this problem with my 78 for about 6 months. I kept a hammer behind the passenger seat just in case. I finally got off my ass and put in a rebuilt starter. Problem solved.

You can also look down from the top and see the solenoid on top of the starter. You can try tapping that with a broom handle, but I had more luck tapping the case of the starter.
