You could fabricate aluminum plates to place on the inside and outside of the bumpershell and Pop Rivet them into place, effectively sandwiching the 'glass in ali. But unless the 'glass is more rigid than most of the aftermarket stuff I've seen it's likely that the lights will still vibrate to the point of distraction. Besides, if a light ever takes much of a hit you'll wind up with a broken lamp and a gaping hole in the bumper shell.
If it was me I'd mount the lights directly to the body/bumper mounts and then slot the bumper shells to clear the lamp mounts. You could even go so far as to fabricate a mount/bumper crossbar assembly that provides some level of body protection in case you hit the kid's bike in the driveway or something, then use that to mount the lights...
Have seen fiberglass bumper shells offered for Xs but haven't ever laid hands on one. How about some details about the ones you got and, better yet, detailed pics of them before and after mounting?
