Did you actually loosen the plates on the targa bar? The plates when loosened slide forward and backwards. It might feel like there is pretty of play between the targa top hooks and the mating plates on the targa bar but the play maybe up/down and not the front to back that you need.

If you did loosen the targa top plates then perhaps the sliding plates are gummed up and not free to move and give you the amount of adjustment you need.
