Inside TMG Complex.
I just found Dr Miza-sth's room while browsing the lab complex, and opened the cabinet. I found the nano and the book, and I didn't have to fight the whole MJ12 platoon in the lobby. Dr Miza-sth should give a nano to her room, 'coz now you don't have to talk to her and can proceed without completing a primary goal :/
And the 2nd bug - you can read the book in Dr's room on and on, each time getting 500 skill points, until you master all of your skills. Definitely should be corrected.

ya my friend found that one the first time he played and maxed out his skills and then played all the way to the AuquGrill with it.

can u tell me have you played the KabukiCho and/or AuqaGrill/Galaxy Disco maps without lag? I can't.
