I was in such a hurry to reply, my answer was internally inconsistent and WRONG!
The movement does not hack, so trying to "time" the second hand exactly is very difficult.
I don't remember if this works on the xx85 movement movement in the ROC (I'll have to check, but you can try it yourself) - after pulling the crown out to time setting position apply a VERY SLIGHT backpressure to the crown - not enough to turn the hands backwards but enough to slow down the seconds hand and ultimately bring it to a stop; it will likely start again as soon as you let off the backpressure so you have to "hold it" until the time signal catches up to the seconds hand position.
Release and it will start running and hopefully be synched to the time signal. Then set the minute hand accordingly.
