I wouldn't completely write off his work ethic. Yeah, it's crap now, but it's not entirely impossible for him to improve that. You just have to know if you are willing to work with him on it, and how much you are willing to do so. Sounds to me like you're already doing everything there is to do, I can't say that anyone would really feel that you have to or even should bend over backwards to support him anymore. Counseling may help him, but just like everything else that can be wrong with a person, it's just one stopgap until he decides to buck up and take his own responsibility on.
