If you like, you may call the funds our elected representatives allot to 'the war on drugs' - profit. The agencies in question, if their sole function is the aforementioned war, would not be incorrectly named as 'profiting' by the illegality of drugs. The funds they receive help them in maintaining their purpose and perhaps, existence. However, I suspect Katie was suggesting much more nefarious endeavours undertaken by our government and those are the things I was (and remain) curious about.
