MSO on new frame with you all the time. If the fuzz questions you show him the MSO. If he says not legal than you can show him the frame and title to prove not stolen. I know people that had done this and never had proablem this method is not legit. As said above best way is to weld old neck on new frame( done by a good welder of course) good luck. Don't go to the DMV government is there to poke you not help.
