* But What About Health Care? Or Educaton? Or Iraq? "Congressmen returning from their Independence Day break are ready for battle with the White House, with Democrats decrying President Bush's commutation of" Scooter Libby's prison sentence "and fighting Bush's latest claim Monday of executive privilege," AP reports.
* How Low Can These Numbers Go? President Bush's approval rating "remains stuck at its lowest point" -- just 26 percent, Newsweek reports. Further, just 24 percent are satisfied with the direction of the country.
* Another Win For Big Money? "After a concerted lobbying effort by property developers, mine owners and farm groups, the Bush administration scaled back proposed guidelines for enforcing a key Supreme Court ruling governing protected wetlands and streams," New York Times reports.
* Quotable: "There is a quiet desperation among many thinking members of the press and the public about the divisive polarization that exists in the nation ... Almost everyone who follows politics closely can easily see the major parties nominating candidates who will continue and perhaps deepen that polarization." -- UVA professor Larry Sabato.
